процессно-ориентированное бюджетирование
Традиционный подход к бюджетированию препятствует потенциальному росту компании, концентрируя внимание менеджеров исключительно на краткосрочных финансовых результатах. Ориентация на уровень расходов предыдущего года, при формировании бюджетов департаментов или бизнес-единиц компании, связывает менеджеров "по рукам и ногам". Наконец, при традиционном формировании бюджетов на основе календарного или финансового года создается искусственный временной предел, что порождает трудности в случае выведения нового продукта на рынок. Для преодоления этих недостатков и была разработана концепция АВВ.
Принципиальное отличие процессно-ориентированного бюджетирования от традиционного заключается в планировании ресурсов, исходя из перечня выполняемых работ и их объемов. Последние определяются для каждой работы отдельно. Процессно-ориентированное бюджетирование - следующий логический шаг на пути внедрения нового управленческого инструментария для компаний, которые уже адаптировали процессное управление организацией, внедрив подходы АВС/АВМ.
